When does the time start?

When the buyer redeems the card, not when it is printed.

What if a card is lost before it is sold?

An unactivated card cannot be redeemed. Void it in the desk.

Can the shop see how the buyer uses the service?

No. The desk shows whether and when a card was redeemed, not the account, devices or network.
